Efficiency remains at the top of the highways agenda, however it is under going great changes, with improvement now going hand in hand with making savings.

The whole efficiency process is now led more from local government than from central; a national cash efficiency target is now in place but there exists no individual Government Department or Local Authority Targets. The emphasis is now firmly on Local Authorities to come up with ideas and changes to deliver both improvements and efficiency.
