Letter from the editor:
The Government's Highway Maintenance Efficiency Programme (HMEP)
has really come to fruition in the last year. Half way through its
originally planned tenure, and it has already achieved great
things. Probably the most important achievement to date is the
recognition that the highway sector has to consider a fresh
approach to maintenance if it is to fulfil its aims and targets
against a backdrop of cuts.
HMEP has brought a focus to highway maintenance and all the
stakeholders like never before and it came at a time when
investment into the sector was at an all time high compared to the
previous decade. What it has encouraged is true innovation and what
it has brought about is the realisation that there was a real need
for change.
The theme of this year's Highway Maintenance conference
programme is the new approach. I brings together some of the most
interesting and informative best practice from around the UK-some
of which is based on new HMEP principles and some entirely unique
to that individual council or organisation. In particular in draws
on new ways of working and presents stories that would otherwise go
untold. An example of this will be the presentation by Mahmood
Siddiqi, who is the first bi-borough highways director in London
and will talk about the challenges and issues of managing a
highways maintenance programme that spans two boroughs.
Also we have provided you with the chance to find out how
maintenance is tackled in a big city such as Birmingham and also
how Scotland approaches its highway maintenance programmes and what
we can learn from that.
Surveyor is also enormously proud that HMEP have chosen Highway
Maintenance 2013 as the launchpad for its new asset guidance which
has eagerly been awaited around the country, following a series of
other guidance launches by HMEP in 2012/13. Steve Kent also looks
at alternative funding during his presentation. He will talk in
detail about some of the work ADEPT has been doing with financial
specialist PwC while Rob Gillespie from the Eurovia Group talks
about the social and economic benefits of highway maintenance and
the future of PFI's.
I am sure you agree-Highway Maintenance is not one to miss
in 2013.
